The option of using OneDrive should be there I assume. I've never uploaded a custom pic before just I only did there, hither is the workaround steps to upload a custom pic.
1. Open border browser on the Xbox
ii. Search for OneDrive and login
3. Find the picture you want to make your custom pic, open information technology in OneDrive and download it.
four. Go to "Save equally" and confirm the location you want to download it. The "downloads" folder should exist default and will work fine.
five. Go to your profile, open the window to change your custom gamerpic and use file explorer to navigate to the location of your picture.
6. Upload.
